For easy clean-up, place a cooking bag in your slow cooker.
Place potatoes, carrots, onion, and garlic into a slow cooker.
Heat olive oil in a skillet over medium heat. Season beef with salt and pepper and cook in hot oil until browned. Add browned beef to vegetables in the slow cooker.
Add 1/2 cup beer into the hot skillet used to brown the beef. Bring to a boil while scraping the browned bits of beef off of the bottom of the skillet. Stir in tomato paste; cook until thickened, about 5 minutes. Pour mixture into the slow cooker.
In a large bowl, mix together remaining beer, beef broth, garlic powder, onion powder, and paprika. Pour into the slow cooker. Cook on Low for 7 - 8 hours, until potatoes and carrots are soft.
