Preheat oven to 425°F.
Heat oil in a large oven-proof skillet. Saute diced onion until soft. Add garlic and saute for
1 minute. Add ground beef and cook thoroughly.
Mix together tomato sauce, brown sugar, Worcestershire sauce, mustard, garlic powder, ketchup, salt and pepper. Stir into cooked beef. Add beans and simmer for 10 minutes.
Smooth out beef mixture in the pan and top with 1 cup of shredded cheddar cheese. Arrange frozen tator tots on top of cheese. Bake for 25 minutes. Remove from oven.
Top with remaining shredded cheddar and return to oven to melt cheese (5-10 minutes).
