For easy clean-up, place a liner in your slow cooker.
In a slow cooker, mix together wine, flour, tomato paste, bouillon and Worcestershire sauce. Add carrots, onions, rutabaga, potatoes and rosemary. Toss to combine.
Season beef with salt and pepper. Nestle it into the vegetables and turn to coat.
Cover and cook on low for 7 - 8 hours.
After cooking, slice beef thinly to serve with vegetables.
